Born and raised in Chiba City, Chiba Prefecture. After entering university, he learned the shakuhachi techniques and fingerings handed down from the venerated Kinko-ryū teacher Araki Kodō II. He then studied under Kimura Yūsai, a senior student of Kodō III, and his successor, Kitayama Shidō, before becoming a student of Araki Kodō V, head of the Kodō Kai. His studies mainly consisted of Kinko-ryū Honkyoku and the Sankyoku pieces of the Ikuta-ryū and Yamada-ryū. For his Honkyoku studies, he was given access to a copy of the Kinko-ryū Honkyoku scores handwritten by Kodō Araki III. Edited “Kinko-ryū Araki Sōke, 80th Anniversary of Araki Kodō's Death” and published his ongoing research on the evolution of Kinko-ryū notation. Aside from his activities within the Kodō-Kai, Ishikawa was also an active member of both the Kinko-ryū Kyōkai and the Nihon Sankyoku Kyōkai.
